Low Carbon Consortium Draft IP

The attached was discussed yesterday. It is a new consortium in the works at ESC and the final 4 electrification messages will roll into this new consortium. Members are asked to review and let Eric know if they may be interested in rolling left over funds from the Electrification Consortium into the new Low Carbon Consortium.
